In this spy thriller, when a North Korean fisherman's net gets caught in his engine, he drifts into South Korean waters and is picked up by border guards. After enduring brutal investigations in the South—is he defector or spy?—he is sent back to North Korea, but not before noting that economic development does not spell happiness for the people. Back home, he experiences the same rigorous investigations as he did in the south. Against his will, he finds himself trapped—like a fish in a net—in the divided countries' ideologies.
