During the era of Japanese occupation of Korea, Koreans living in Tokyo were severely exploited by Japanese. After the Great Kanto Earthquake strikes Japan, the populace falls into disarray and chaos. As a way to control and calm the people, the Japanese start arresting Korean men randomly. An innocent young man named Park Yeol (Lee Je-hoon) is arrested as an example. However Park rather draws the whole Cabinet into confusion by telling his extreme scheme he had planned with a Japanese anarchist Fumiko; “Kill the Crown Prince of Japan.”
